NOT ALLOWED TO SHAVE WHILE DRIVING ?
They can't make definite rules on everything that can be done in a car, so an unclear definition like careless driving have to be used and decided by a court for that individual case.
I do see the irony of him risking life of others in order to lower the risk of death trough a first aid course.

being 'clean-shaven' was probably part of his job description .

And who in their right mind would take life saving advice from a man with a beard? I think you are stating the obvious.
