can anybody help me to solve the following problem?
(Among the three choices(a,b,c), is there anything that can't be the correct answer? and is there a difference in meaning between 'rapidly' and 'quickly'?))

Editors had better not to work too ______ in order to reduce the risk of making mistakes.
(a) hardly (b) rapidly (c) quickly

I don't understand how the word "hardly" could be used. As far as I'm aware, that word has nothing to do with speed or accuracy.

Chai, my guess is that they were trying to trick people up who would be thinking of "working too hard," in which case working hard could imply rushing.

bn, the sentence is not correct anyway. You need to remove the "to" in "not to work." Both rapidly and quickly work. However, it is still a very akward sentence.
