Nature never appeals to intelligence until habit and instinct are useless. There is no intelligence where there is no change and no need of change.

Couldn't get the meaning behind it...any pointers please?

I'd be willing to bet that this paragraph has been translated to English from another language. Possibly it is a homily (a saying, such as a stitch in time saves nine) Often the meaning behind such a saying does not translate well by converting just the words.
