The branch personnel "is" or should it be the The branch personnel "are"?

I looked up "personnel" on www.dictionary.com. They treat personnel as a plural noun and gave this example.

Our personnel are very highly trained;

On the other hand one could say that "The head of the personnel department is Jane Jones".
