Again, I'd like you to tell me what is specifically meant in the bolded part of the following sentence.

A second conservative era might be characterised by more responsible Reaganomics, [a refocused war on terror and the continued advance of conservative judicial activism.]

Refocus: to have another look at or to pay attention to with more diligence.


The writer is implying that the war on terror and the various efforts associated with it have somehow slipped from Conservative's main attention and that that attention needs to be brought back, or refocused on, it.
