I believe it is happening now. The public is slowly being conditioned to recognize there are hard tradeoffs to be made; that the repeated promises that solar and windpower are on the verge of replacing everything in use now have all been unfulfilled; that their irrational fear of nuclear power ignores far worse hazards; and that the desire of people throughout the world for continued economic development is unstoppable. This has limited the influence of the would-be authoritarian greens who wish to tell us all how to live, and led to a more rational public debade on the tradeoffs for economic development and environmental protection.
The solution, which will necessarily involve many distinct elements and which must necessarily make economic sense, will evolve gradually in response to market forces and public policy. Technological innovation will likely be an important part of all this.
Unfortunately this, like so many other elements of human society, involves many more diverse elements than the would-be authoritarian framers of a green new world (today) or a pure Aryan world or pure Communist world (last century) can typically conceive. We should never attempt to satisfy the fantasies of such dogmatists in whatever garp they clothe themselves.
