when you feed a horse oats they become rather frisky and full of energy.
"Feeling his oats" is generally used to describe a level of excitement (usually of a sexual nature). I assume the "meeting" refered to is a meeting with a person to whom he is sexually attracted.

no this is a virtual post it just seems like I am.
The answer to the question was mostly right. However, "feeling his oats" doesn't usually have any sexual overtones, its just way of saying "frisky".
It is not a big leap from "feeling his oats" to "sowing his oats" when a little nookie will indeed come into play.
