there are two explanation for the sentence

You didn't turn it down because of me.

1. You didn't turn it down; the reason for that is because of me.
2. You did turn it down; the reason for that is not because of me.

Could you tell me which one you think is right? Thanks.

It is implied that both the speaker and hearer already know whether or not "it" was turned down. Both interpretations are equally possible and it is the context of the sentence that should be used to disambiguate it.
