What does "half a loaf of compromises" mean? What is implied behind the lines?
UNITED NATIONS ?- Did delegates to the UN Global Summit ?- what was billed as a gala celebrating the UN's 60th anniversary, achieve their ambitious security, management reform and anti-poverty goals, or did they accept half a loaf of compromises?
