Here is the sentence in which the said word occurs: International scientific cooperative programs are easier to start than to stop: commitments are made and constituencies are created that make cancellation a difficult and politically painful process.
Since I am not familiar with this field, I need your help.

Hey, fansy. In this context, "constituencies" means supporters or followers.

Can I take it to mean that collaborators (such as factory A is responsible for manufacturing certain parts, and so on) are solicited and division of labor is made...?
