i won it, i'm so happy. anything's possible.

what does the expression mean in this context?

does it quite simply mean that he finally won it, meaning that really anything can happen (even him winning it) or could it also mean that from now and to celebrate the victory, anything can happen, meaning he's going to party a lot and maybe cross a line, do some unexpected things?
