I am translating "Try Patience with Iran", in which a phrase in a sentence poses some problem to me, it is the phrase that is put into round brackets as follows:
These could include a moratorium on uranium enrichment until U.N. inspectors are allowed to do intensive investigations to locate major Iranian nuclear facilities; and eventual allowance of (a focused nuclear power program) in Iran under tight and intrusive international inspections.
How would you describe "focused" in the phrase "a focused nuclear power program"?

limited, restricted

By focused the writer means the program's scope will be less broad than an unfettered one, in this case limited to power production and not weapons.
