The worst seems to have remained back in the bloody dunes of Normandy.

does this mean that the worst is still to come, that, contrary to what they thought, nothing too bad happened or that the worst is happening now?

or maybe something else.

I would interpret that to mean they left the worst behind them as they moved away from the bloody dunes of Normandy. It could get no worse than that.
