Well, it has been quoted from a nationwide exam in Turkey. The official answer is B, but I don't think "take up" means "to be successful, begin to improve". What do you think?
Unfortunately, "B" is the most acceptable from the choices provided.

You are correct, the question (the answer given) is wrong.
I believe the phrase the examiner was looking for here is "pick up", but even that is rather too informal for an examination, in my opinion.
McTag is quite right. In fact "take up" is an improper combination of two expressions , "Pick up" and "take off", each of which means to start moving.
