This is either not a common proverb in English, or it has been badly expressed. It is also possible that this is a proverb translated from another langauge. Expressed as it is here, it makes little sense. Perhaps if one wrote: Reading fills a man, conferring prepares a man and writing makes him exact--one would preserve the meaning while improving the English. It is the central thought, originally expressed as "conference make a ready man" which is the problem. It makes little sense in English.
