You should write: What does "hang around his parents' neck" mean.

It means that "he" is unwilling to let go of his parents, and is unwilling to stand on his own. A small child may cling to a mother or father, out of fear of dealing with the world. That is what "hanging around someone's neck" refers to. In this sentence, it is used figuratively to describe someone who will not let go and stand on his own two feet.
