What does "de" stand for in "The tour de France"? THANK YOU !

The word "de", in this case, is a French word, meaning "of".

Tour de France.
Tour of France.

Incidently the "Tour of France" doesn't mean they cycle all over France. Tour de France means the event is sponsored by the French and takes place in France.
