"I could have told him all this ,but it was fairly obvious he doesn't want going to be around long enough for it to matter."I'm confused about its structer.Can you help me ?Thank you .

The word you want is "structure." I have corrected your sentence:

"I could have told him all this, but it was fairly obvious he wasn't going to be around long enough for it to matter."

It means that the person referred to, "he," was not aware of something. The person who writes this sentence could have explained the situation to him, but he was only going to be in that place for a short period of time, so the person writing the sentence did not think it was worth the time and effort to explain things to him.
