It means that someone (a policeman, the law in general, the judge, etc.) does not punish crimes to the extent that the person who is writing feels is appropriate.

"Joe robbed five banks last year. The judge only gave him two years in jail. I believe that his sentence should have been much longer. That judge is known for being easy on crime".
