What is the meaning of "the cash advance" in the sentence "The cash advance rate is usually 3 percent"?

A cash advance is basically a loan.

"Cash" ie money, is loaned to someone, who then has to pay it back at a later date, adding 3 percent interest.

Subject Line and Thread Title

The subject should be relevant to the topic or question.

Ideally the subject line should be able to summarize the question.

Using a relevant title will greatly increase the chances of an answer.

An example of a bad title is: "HELP ME!"

An example of a good title is: "How do I reinstall Windows XP?"

Using all caps and screaming for help will usually mean most people ignore you.

If you use a relevant title with relevant keywords more people will find your topic.

adding to what Lord E said, in the USA a cash advance is usually taken from a credit card account.

It reminds me of a postcard sent from a Mum to her son, whilst she was delayed in crossing the English Channel from Dover to France, as the hovercraft had broken down.
