A king is at the highest level of society, and the cat is at the humblest level.

Nevertheless the cat may still look.

It means that no-one is barred from aspiring to, or looking at, things which are above their station in life, or things which they cannot afford.

You could compare it to the statement "I can dream, can't I?"
