Surely that would violate some sort of public decency law.

And the distinct possibility of causing major traffic accidents!

Plus, he appears to be jaywalking.
I'm curious as to what his thought process was that morning when he was picking out his clothes.

Something tells me that the guy probably jost lost a bet. Because he kind of looks like a roughneck, not a guy that thinks about what eyeliner to put on today.
