Imagine someone stretched paper over a hole in the ground. If you walked on the paper it would tear and you would fall through the paper into the hole.
Snow sometimes forms a hard crust like thin ice If you walk on deep snow with a thin crust you might fall through into the deeper snow.
Do you have snow in your part of China? I live in a part of Australia that has only a little snow

An alternative meaning is possible, for example: "I fell through going out wearing slippery shoes"
but that is not a very good example.
