There is a verb, to stuff, which might apply here. I've never heard of a verb "suff," and i have therefore corrected your sentence. To stuff means to put as much as possible into something else, in this case it means to pack two suitcases with as much clothing as the person in question was capable of doing.

This is an awkward sentence, however. The use of "to stuff" in such a context usually means to manage to put more into something that one would ordinarily consider possible. Stating that someone has "stuffed" something to its capacity fails of the meaning of the expression. To say that someone succeeded in stuffing something implies that it was filled beyond what whould ordinarily be considered its reasonable capacity. This sentence appears to contradict itself.
