It means that something was made to meet very specific measurements. If i buy a tailored suit, the tailor will measure the length of my legs and arms, and the distance around my waist, hips and chest, in order to make a suit which fits me exactly, and fit me better than an "off-the-rack" suit, which is made to fit many people of slightly different sizes.

Someone might also want cabinets up in a kitchen. If a carpenter comes into the kitchen, and measures the space in which the cabinets will be installed, they can make cabinets to measure, which will fit better than standard size cabinets which were bought at a store.
