I don't konw what's the relation between those two words.
If it's a right expression, what's the meaning

Wear means that something is reduced by constant use. If you walk down the street in a city every day, the soles of your shoes will slowly wear off. Tear means that something is divided by force--"she will tear the sheet of paper into smaller pieces." There is an expression "wear and tear" which means the process by which something new is worn down into something which has the appearance of being much used.
