Could you please tell me what does"on one's feet",for example,"The army is on your feet" mean?Thank you!

The expression "The army is on your feet" is nonsense, it is illogical--it does not mean anything.

If i say "on one's feet" i mean that someone is standing upright, and it also often means that the person in question is paying attention to what is going on around them, as opposed to someone who is lying down, and not paying attention.
