Often in the modern world people communicate by form letters and formal interchanges rather than person-to-person.

I might start a letter to you: "Dear Student of English". That would be impersonal. Or I could start my letter, "Dear Wood-elf." Then I would be speaking to you on a more personal level.

Reaching someone on a personal level could also mean that the person you are speaking to completely agrees with everything you are saying, since it is also how they feel on the subject. Or that you proved your point to them so well that they changed their opinion to match yours. In both cases, you could say you reached them on a personal level.
