Hi Cartrina.

Welcome to Able2Know.

Can you access the Voice of America website?

http://www.voanews.com/english/portal.cfm

Perhaps if you can determine what story you are listening to, it would be easier to help you identify that word you are hearing.

Depending on the context E.C. lawmaker could refer to someone in the European Court or the European Community. It would really help to know the context.

For example, are you listening to something about law, or the environment, or politics, or perhaps finance?

About 35 years ago, I learned a foreign language by listening to shortwave radio, so I can understand how difficult this process can be.

Good luck!

This BBC website section on learning English may also be helpful.

It has a section on Words in the News.
