Is it redundant?

I think "commemorated" in "commemorated in memory of the drowned poet Qu Yuan" is redundant, because it means "in memory of." Your opinion?

Context:
A Taiwanese man tries to stand an egg during the annual Dragon Boat Festival in Taipei May 31, 2006. Egg-standing at noon is a custom that takes place during the Dragon Boat Festival, commemorated in memory of the drowned poet Qu Yuan. [Reuters]

You are correct.

Better would be

... Festival (celebrated, held,) in memory of ... ,

or even better perhaps:

...Festival in commemoration of the drowned... .
