It means the manner in which someone speaks to someone else. It can also refer to the use of a title of respect. For example, if you know someone whose name is Ruth Gordon, but don't know her very well, you might address (speak to her) her with a title of respect, such as Miss Gordon.

Generally, address in such a context means to speak to someone else.
