There is a sentence :What if you ()a tiger in the forest.
A:meet B:met C:have met D:would meet
the answer is (B)
I known the sentence is Subjunctive Mood
Another sentence:What if the beighbors find out?here we don't use Subjunctive Mood,why?
And how to use "what if"

It is possible for the second sentence to take the subjunctive tense. The sentence makes sense both with the subjunctive tense and with the present tense. It depends on the context. If the question is asking about what will happen at some unspecified point in the future, the subjunctive tense would be better. If the question is being asked about what will happen in the near future ("What if the neighbors find out [tomorrow]?"), then the present tense is better.
