One quick answer is that neurotics are people with quirky little habits that are dangerous to themselves. Psychotics are people with quirky little habits that make them dangerous to other people.

A neurotic has a disorder, called a neurosis. A psychotic has a disorder called psychosis. In general, a psychosis has a biochemical basis, while a neurosis does not.
