deliberate opinion?

From grammar, we know that the sentence "public opinion would be negative/positive" makes sense. But do you think "public opinion would be deliberate" is also right?

I post this topic because there is a reading comprehension exercise, which has a mutiple choice question.

"public opinion would be deliberate" does not make much sense to me. Either positive or negative would be correct.
