While elite collages and universities still have high standards of admissions,some of the most "exclusive" prisons now require about five prior serious crimes before an inmate is accepted their correctional program.

Some changes are needed to make sense of this. e.g.

In a similar way to elite collages and universities which ....have high standards of admissions, some of the most "exclusive" prisons now require about five prior serious crimes before an inmate is accepted their correctional program.
