"For peace prepare for war"
"Si Vis Pacem, Para Bellum" - literally, "If you would (in the sense of in order to secure) have (in the sense of want or desire) peace, prepare for war" Its attributted to Vegetius, a 4th Century Roman general and military historian, as found in his Epitome rei Militaris, or Summary of Military Matters. Another rendition, attribution uncertain but likely no older, goes: "Qui desiderat pacem, praeparet bellum", "Let he who wishes for peace prepare for war".
