It isn't "PINK the town red" it is "PAINT the town red":

It means having a really good time, carousing, going drinking and enjoying the night life....
Red is a festive color.
Painting the town red, means decorating the entire town (metaphorically speaking) in the effort to have a memorable, wonderful time.
