Finally, a policy that allows for preventive force can sustain the international system only if solitary American enterprises are the rare exception, not the basic rule of American strategy.
Pls help me paraphrase the sentence quoted as below
Preemptive wars should not be undertaken without allies.
Or, if you want something more flowery:
Preemptive wars should be undertaken gingerly, judiciously and only in the greatest extremity, not indulged in with reckless abandon and certainly not entertained as a central tenet of a nation's foreign policy.
He wouldn't understand either version.
