Literary is back with new questions. Mainly idioms which are not included in dictionaries.

Yes. It's similar to "all other things being equal" or "whether that was true or not" -- all of these phrases usually follow a statement or action that does not affect what comes after. Is that more confusing than helpful? It's early here for me...
