Generally, that's the case. And cars stopped at a light should wait for pedestrians.
But what if no cars are stopped? She's walking into the street with a green lantern hanging over her head; lots of drivers just see that green light.

Yes. She may have had right-of-way, but in Texas having right-of-way doesn't make you
right if you have an accident, it just makes you
less wrong.
OK, she's a little old lady. According to the cop, what she did wasn't safe.
Maybe the timing on the light needs to be changed... but until it is, she needs to make sure she finds a way to cross the street safely.
IMO, it sounds like a violation of the disabilities act....
