Could it be seen on the radar? Or was it invisible for the radar?

It flew underneath the lowest operating range of the radar.

Sometimes that phrase is used metaphorically. For instance, if someone did something unobtrusively, not wanting to be noticed, one might say that "he snuck in under the radar", even though no actual radar is involved.
