either had to bat a thousand or get out of the hood

Does it mean: be perfect or be rejected?

"bat a thousand" -- taken from baseball where batting averages are
calculated to thousandths. Thus batting 300 means batting .300 or 30%.

"the hood" -- probably a reference to street slang for "neighborhood".

Right. It means, either be perfect or leave. ("Hood"=neighborhood.)
