'Number Agreement' Grammar

Heylo! Yet again I post in search of help!

"When a person is over 16 but less than 18 parental permission must be given"

A friend of mine has just asked me a question about the above. She says that when she types that into Word, the green grammar line appears under it and says "Number agreement concider revising".

How can it be changed so that it is grammatically correct?

Probably just a bit of MS-Word humor. Programmers get bored, too. I believe the sentence is correct as written.

I got a similar error message from Gramitik eons ago, after using the word 'trains'. They arrogantly assumed I was trying to say something like "I trains the dog."

For parallel construction, "over" should be "more than" or "less than" should be "under".

Alternative
I wonder if this would be an acceptable alternative: "When a person is 17 parental permission must be given"

I think flyboy is right; it should be:

"When a person is older than 16 but younger than 18, parental permission must be given"

OR

"When a person is more than 16 but less than 18, parental permission must be given"

I'd suggest "When a person is between 16 and 18 years of age, parental permission must be obtained."
