If it is German, it has to be some dialect. I don't recognize it at all. Can you give more information where you got it from etc?

Interesting, whoopee. I googled the word and yes, it is obviously used in the northern part of Germany. A normal greeting there is 'Moin, moin' which is used all day like 'Hi'. It seems to me that 'moinsen' is a modification of this used by young people. Here in the south of Germany I never heard it. But we don't use 'moin, moin' either...

Actually, some friends in Germany (Saarland) always say "moin" to greet..
Don't say moinsen though, "Servus" is much much nicer
