Fair enough. I tend to think "secret" means a bit more than just "done without fanfare and in a manner with which many disagree" and that there is a difference between not publicizing something, and doing something covertly. The Watergate break-in was done in secret. The contracts in question were awarded quietly.

I think concern over the lack of bidding is valid. I think claiming these were "secret" contracts is overstating the case.
