Here's a sentence:
With a flow of more than 700 cubic meters of water per second, huge amounts of water seem like pouring from the sky.

Could someone kindly tell me which one is correct here: seem or seems?

If the subject is plural (as in this case it is: "amounts"), then use "seem".

Hence the usage of "amouts of" and "a lot of" are different.

Just as an aside, a more usual English usage would be to say "... seem to be pouring..." or "a huge amount ... seems as if it is pouring...".
