What was the nameof the great political figure who, during the1939's
campaigned for a so-called "New Deal" by the establishment of a
National Development Council to solve social and economical problems
and said "By working together on the old problems we can build a New Deal, a better life,for everyone"? I don't think it's F D Roosevelt

Of course it's FDR. The "New Deal" slogan became his campaign slogan and he is most closely associated with the concept of the New Deal.
