Maybe New York has Frogmore street. It is from story Pendulum by O.Henry.
Flats are apartments -- so apartments on Frogmore Street? Or in Frogmore district/area?

I'd guess that "flats" might be swampland rather than apartments. "Flat" is British for apartment, not general U.S. usage.
In either case:
Whenever he became bored by life in Frogmore Flats, the strings of his marriage kept him anchored.
