What is the meaning? (cocuments maybe documents)

Documents probably. But the sentence doesn't make sense. It may be a poor translation, or a message that has somehow gotten garbled.

"The above price is quoted for delivery of the documents" makes sense, but "to be elaborated free place of use" most certainly does not.

I also think it's written by some one who is not an Englishs-speaking person.
But I still want to know what is the most likely explanation of "elaborate" and "free place of use" in this sentense.
I want to know the meaning of "free place of use" because I really get some results when I googled it. Thank you.
