The next day Sarah showed Schulenberg a neat card on which the menu was beautifully typewritten with the viands temptingly marshalled under their right and proper heads from "hors d'oeuvre" to "not responsible for overcoats and umbrellas."
Schulenberg became a naturalised citizen on the spot. Before Sarah left him she had him willingly committed to an agreement.
Schulenberg became a naturalised citizen on the spot. What does it mean? He immediately became very good citizen of this city?
like Phoenix32890 said, the phrase is used to describe what took place in the person's head, they immediatley become a part of whatever it was. What he was doing/reading became natural to him. Not legally but naturally/instinctively.
like saying he was converted on the spot.
